 Post subject: Photoshop Image Adjusting to Text

I'm designing a site that will have a border which I've designed in Photoshop. The page lengths are different and I want to know if there is a way to adjust the length of image automatically, according to content. I'm using Dreamweaver 8. Also, how do I place a footer at the end of each page after the content. This location will change from page to page depending on content. I'm not that familiar with the relative setting in CSS for positioning but am thinking this may be the answer. Any help, explanation or tutorial would be most appreciated. I've looked through your site as well as the Internet and can only find information for placing images within the page. I've uploaded the image I'm placing for your reference.
