 Post subject: too many connections?

Ive gotten this error before but no one ever told me what it meant?

Warning: mysql_connect(): Too many connections in /home/www/plainflash.com/mylogin/view.php on line 4

nevermind i got it. it aint my fault, its the client's fault, and the server's fault!
