1. Use XHTML (or at least HTML STRICT). This will result in better, stricter and cleaner code.

2. Make sure your website is accessible. Learn about WCAG, and make sure that your websites at least gets one A for accessibility.

3. Use CSS. CSS is a powerful tool to make a good website. Sites likes CSSPLAY are great to learn CSS.

4. Use a font that is easy to read.

5. Put in some pictures. These will make your site more attractive. Don't put in too many pictures tough.

6. Make sure that you have enough spaces. Don't end up with endlessly long text. Use many paragraphs, and don't make long pages (except in F.A.Q. pages and such).

7. Use headers (h1, h2 etc.) to structure your text. Do not use these for font effects (use CSS instead).

8. Choose a clear subject for your website.

9. Don't use too many animations

10. Emphasize important words or sentences.

11. Make a clear difference between links and text (do not un-underline links, so do not remove the line).

12. Make sure you text remain as neutral as possible.

13. Do not use pop-ups. Everybody hates pop-ups, so don't use them!

14. Avoid the use of frames.

15. Avoid background sounds, or make sure that there is a way to turn it of, and don't use a high volume (heavy metal isn't a good idea).

16. Use a general lay-out. For example, use the same navigation menu on every webpage.

17. Try to avoid using pictures to display text. For example, if you want to display a mathematical equation, use MathML instead of a picture.

18. Check how your website looks in different browser. For example go to http://browsershots.org/.
WARNING: the screenshots you take with browsershots.org are visible to everyone!

19. Avoid useless functions on your website. These will only annoy users, and they can be exploited by hackers.

20. Use metadata to describe the content of the website. Also, use a clear title. This will make your webpages easier to find by searchmachines. Tough this seems very obvious, most webpages do not have a clear title.

I hope you have enjoyed reading this guide and that you can use it to your advantage.

15) I would say NEVER have background music that plays by default, any music is fine as long as the user has to click play to hear it.

Or at least have a way of turning it off.

I edited a bit. But one thing about the links. I said do not ununderline them (so do not remove the line). I think I was to vague about that one, so I made the 'un' part bold and clearified it a bit.

I now also removed some last spelling mistakes and added a warning (screenshots taken with browsershot.org are visible to everybody).
